The CLEAN e-INDIA Initiative, launched by Attero, aims to establish an integrated eWaste Consumer
Take Back Program to help ensure organized collection, management and recycling of electronic waste
in a responsible and sustainable manner. The initiative is being rolled out across major cities in
the country, which are one of the primary sources of electronic waste generation.
The initiative is working on integrating the informal sector into the organized supply chain, while
also helping set up a widespread consumer eWaste collection network. The eWaste collected under the
CLEAN e-INDIA Initiative will be processed in an environmentally responsible manner using clean
technology. Consumers will also be incentivized for being a part of this initiative and disposing
their eWaste.

Ministry of Environment, Forest and Climate Change has notified amended E-waste (Management) Rules,
2016 on 23.03.2016 which are effective from 01.10.2016.
According to the E-waste (Management) Rules, 2016 every producer of electrical and electronic
equipment listed in Schedule-I, can apply for Extended Producer Responsibility (EPR) in Form-I and
obtain authorization from CPCB. As well as maintain records in Form-2 and shall file returns of
previous year in Form-3 to CPCB on or before 30th day of June every year.
Dismantler or Recycler can obtain Authorization from concerned State Pollution Board/Committee, but
according to Master Plan of Delhi 2021, recycling is not allowed in NCT of Delhi.
Dismantling and recycling of E-waste is not allowed in NCT of Delhi as of now.
Refurbishers of E-waste only can apply in form-I and obtain authorization from State Pollution Board
i.e. DPCC in Form-I.
Delhi Pollution Control Committee (DPCC) is an autonomous regulatory body came into existence w.e.f.
01.06.1991 after Notification Dated 15.03.1991 of Central Pollution Control Board (CPCB), which
delegated all its powers and functions to DPCC, under Section 4(4) of Water Act & Section 6 of Air
Act.
DPCC acts as a regulatory body in respect of NCT of Delhi for implementation of various
Environmental / Pollution Control Laws enacted by the Parliament and notified by MOEF, Govt. of
India headed by Chairman, DPCC [Secretary (Env.), Govt. of NCT of Delhi].
